I've looked at SDL once and from what i saw it only supported *one*
drawing surface...  IMO we need several drawing surfaces: one for the
mapview, another for *each* cityview, maybe some more i can't remember.

We are using the native toolkit & adding gfx inside it here. Not making a
game that features it's own custom toolkit built over basic gfx primitives
on a single drawing surface like CivCTP for e.g.
Of course we could also do that even if it makes you loose desktop
interaction a bit.  But i don't feel like making a tooolkit from scratch.
Any volunteers? ;)

Someone drew some gfx for the city improvements a long time ago and the
Civ2 based HiRes tiles include some improvement gfx too.
