there is a new patch in incoming/ soon to be in 
contrib/civworld. yes the new patch is considerably smaller
than previous, it's not a mistake. I cut a lot of cruft.
If there is a higher level of development on this project, then
I'll probably put out diffs as well as complete patches.

attached is what I think is the future of civworld.
