possible implementation of {tile,city,unit,player}_{g,s}et_atttrib( int, int, 
int, void*)

uses common/hash.{c,h}

it compiles, but of course there's nothing to use it yet.

just call init_attrhash() somewhere appropriate and it should go.

so, should such files go in common/ or client/ ?
