You can actually already do this - move an engineer onto a boat, make
sure it's in a location with at least three adjacent land squares, and
order the engineer to "transform".  You'll get swampland out of it
eventually (ocean->swamp and swamp->ocean are the terrain transforms
that take the longest) which can be further improved the usual way.

Hm; it'd be very different from any other type of unit, being entirely
server-controlled, and you'd have to provide some way of "shooting
them down" - perhaps require a cruise missle?  (Yes, you wouldn't
shoot down a satellite with a "cruise missle" in Real Life, but it
seems sort of wasteful to create a whole new unit just to counter
satellites.)  A very neat idea though.
