I think a server option to either allow full renaming (per player
namespace still seems reasonable) or only allow addition of comments to
each name... So You could use the first option when playing with people
You trust just for fun and the second when playing with strangers and/or
really play to win...

The second option would allow You to add short comments (like "inland")
only visible to You to the names provided by the server... The city
would appear as "Name - comment" or similar on Your map (and as Name on
opponents map) This is similar to aliases but I think it's less
confusing while retaining the important advantages...

Actually, these comments should always work and the server option should
only be wether or not changing the actual name of the city would be
allowed (could certainly be abused but should be an option since it
might be fun in friendly games)
