Not neccessary: Who would want to play with somebody using unfair tactics?

It's a bit boring if somebody joins and start employing these tactics and beat you in the end though? If you are the supreme part and loose due to dirty-tricks, it's always boring, so why not include a server setting for it... I'd vote for the do not
allow multiple cities with the same name, random names from server wouldn't
be of much use, some people prefer their own names, which makes the map
easier for them to remember.....
