No.  "IIRC" is short for "if I recall correctly," which is a
disclaimer stating that I'm not at all sure.  Search the mailing
lists, though.  IIRC, care has been taken to ensure the Italians and
the Romans don't share any cities, and likewise for the Russians and
the Soviets.
