I've been saving the "2.0" version for when we get "close enough" to done
with Civ2 compatibility.  The only things I can think of that are yet
needed for this are:

- waste
- supply/demand based trade

Also, for Civ1 compatability, it would be nice to add:

- disasters

All of the above have been at least partially implemented, so we are quite
close to 2.0.  It *would* be nice for 2.0 to follow 1.11 :)
