If we're being accurate to history rather than to 'legend', Arthur should be
leader of the Cornish, as he wasn't a king in the middle-ages/renaissance
sense of the term, more a local chief in a prosperous area _of_cornwall_

At the real time of Arthur, there was no King of England, but disparate
duchys and baronys...

Huh, Arthur never was king of the Cornish.

Actually I've been playing with Arthur ever since I know
Freeciv, about 40% of my games, with 40% as Chinese - either
Mao or Lalo which sounds chinese enough ;-)

Arthur was king of the British which correspond in territory to
England, so that's what I play with. (Of course with 1.10 it's
fun to stick Welsh and play with Merlin instead...)
