"Alpha Centauri" has a minimal version of this in that there is a single 
command that says "Build a farm, solar collector and road" or "Build a farm, 
mine and road".  It also allows you a lot of control over what formers (its 
version of settlers) do.  You
can tell a settler to just create roads, or just farms, etc.  You can also 
globally allow or disallow certain things for automatic settlers.
