I made just a few changes (mostly to the AI), added a capability string and
updated the rest of the units.ruleset files.  Also, added the restriction
that if a unit can found cities, it must also be able to build infrastructure.

I also ran an all-AI game, with some infrastructure-only and some
city-founder units, and it seemed to work acceptably.
