If you have any cities in Rapture when you go into Anarchy, you'll still
get a bunch of "We Love The ?? Day cancelled in ??." messages -- so you'll
still need a ruler title for Anarchy that fits this message.  (Personally,
I don't mind "Mr."/"Ms." -- it's anarchy, and niceties of bureaucratic
protocol may not be that important. :)
