Probably the borders should be seen after diplomatic contact is established;
The borders are not physical; you either make your 'senate angry or your enemy 
(ehm- neighbor),
if you trespass for more than a few turns. Trespassing may be inevitable,
for example if your units find themselves deep inside enemy territory due to 
a border change. For things like this, it would be cool if the AI had an player 
assertiveness index available for other players; if that index would keep 
increasing, the ai would think that player was grabbing land.
