I actually like the current system.  The idea seems pretty 
reasonable: ground units cannot attack (or defend) until 
they disembark, and they can't disembark into a hostile city.
Plus this rule makes Marines more useful.

Um, maybe I don't understand, but why go to the trouble to 
implement something which would mostly be pretty stupid for 
a player to do?  :-)
