Freeciv should run fine on any W95 X server - assuming you have a unix
machine accessible.

Porting freeciv from X to W95 would be a significant programming
effort.  It might be easier to use the cygwin32 stuff, but I've no
experience of that either.

Surely you can draw pictures, even if the program doesn't run on W95 :-)
