Civ 1.0 was equivocal about it.
While you could never attack anything protected by an ai Bomber,
ai could attack on of your stacks and destroy everyting on it.
(as far as my memory serves me)
Freeciv handles this quite better, though, I'd prefer if
ground an air combat would be resolved separately, like two tiles,
or better said, two separate attacks each costing a movement point
and demanding a player action.
Somebody knwo civ2 rules ?
