In some ways, yes: for Gtk users, a complete interface upgrade, 
and for freeciv hackers, a large re-arrangement of the codebase.

In other ways, no: for Xaw users, 1.8.1 (assuming above versioning),
configured to use Xaw, will be (presumably) essentially the same
as 1.8.0; and for connecting to network games, it won't make any
difference to the server or to other players if one is using
1.8.0 (Xaw) or 1.8.1 (--with-xaw) or 1.8.1 (--with-gtk).
