That, I believe, ought to be the ultimate goal.  Rather than waste our
energy debating whether to include Germany or Austria or Bavaria or the
Holy Roman Empire, block competing rulesets.  That would allow, for
example, the inclusion of all of Britain, England, Wales, and Scotland.
England, Wales, and Scotland could all coexist, but if Britain would
block (and be blocked by) each of the others.

This would also resolve the problem of Russia's cities:  If Russia is
chosen, Belarus and Ukraine become unavailable, preventing there being
two Kievs or Minsks.  Russia can thereby have the historical cities
which are no longer within Russia, without conflicting with the other
nations.
