If you mean that this is desirable behaviour, you have a very odd
interpretation of what a cease-fire is.  The real-world use of
cease-fires is basically for both sides to regroup, and possibly reach a
peace settlement, but likely just go back at it again in a little while.

It should be easy to get a cease-fire, and cheap (reputation-wise) to
break it.
