Here's a better scenario:
- I'm allied with A.
- A is at war with B.
- C is at war with both me and B.
- B is no threat to me at all, but C is.

Then I might want to help B; but if I sign a cease-fire then A would get
annoyed at me.

Of course, if A has an embassy with B, then they'd hear about the deal
and should also get annoyed at me.  But if they don't, then with this
deal I can help my enemy's enemy, while also keeping my ally happy.

All I'm saying is that the AI should at least think of accepting offers
even when at war with the opponent.
