Does the AI now accept free cities and techs when he's at war with you?
Free shared vision?  Free money?

Refusing free cities make sense, since I could take a city, move my guy
out, give him the city, take it back, ad infinitum (well, ad
everybodydiesum), and thus end up with lots of free techs and some cash.

Refusing a free tech is rarely going to make sense.

Refusing free money I can't figure out how that would ever make sense.

The reason I'd do this is that I might want to offer an opponent these
things if we share an enemy in common.
