[freeciv-ai] Planed improvements on AI

   Hi, this is my plan to improve the AI. Let's see if i have time.

   * function to change homecity of units of a continent to help the AI 
benefit form the free upkeep of cities under monarcy or comunism.
   * function to change homecity and location of units of a continent 
to help reduce unhappiness of cities under monarcy or comunism throu 
martial law.
   * implement an array for the decisions of the advisor in process of 
choosing a building or unit for the city building code.
