You do realize that the AI rarely keeps defending units if it thinks it
doesn't have to?
Yes, this is ok for democracy or republic, but not for comunism, monarchy or despotism. If you leave alone a city of size +6 there will be some elvies that do not work tiles, and this meants that the production of shields or trade will fall down a lot, and a city that could be giving 10 or 12 shields, will give 2 or 3, if the AI can keep it from revolt.

And if it has to, moving them around to change homecity
opens it up for attack...
What i want to do is exactly this, taking those units from that enormous stacks of units and sending them to defend the cities. Just because when they attack the most likely thing is that they will lose, and all the stack will be killed. What do a lot of units stacked in owned territory instead of defending border cities of our civilitazion?

 * implement an array for the decisions of the advisor in process of
choosing a building or unit for the city building code.

Can you explain this one a bit more?
   This code has changed a lot?
