You do realize that the AI rarely keeps defending units if it thinks it
doesn't have to?
What i want to do is exactly this, taking those units from that
enormous stacks of units and sending them to defend the cities. Just
because when they attack the most likely thing is that they will lose,
and all the stack will be killed. What do a lot of units stacked in
owned territory instead of defending border cities of our civilitazion?
And if it has to, moving them around to change homecity
opens it up for attack...
