Ok, the problem now is that AI isn't saving production for better times.
When doing coinage you loose the production points. Why don't we
introduce an additional thing for AI which needs 1000 shields, no upkeep
and is automatically sold from AI. (only available for hard/expe AI).
Think then we get the remaining 18 games to plus.
