Hmm, I'm confused...

On second thought, I noticed this in your mail headers:

Date: Sat, 20 Mar 1999 08:59:34 -0800

the -0800 is the key.  This means your computer's time zone is set to
the pacific zone -- ie, two hours before Central time.  (In the
winter, it should show -0600 for Central).  If you fix that, things
ought to be OK.

As for replies showing up before the questions, this is a fluke of
mail delivery.  If a reply comes in quickly, it may be entered into
the mail queue such that some people may actually receive it before
the question, but there shouldn't generally be more than a 15-minute
difference here.  This is because the mailing list software queues all 
the mail, and then delivers it all at once every 10-15 minutes.

I am going to be switching the list over to some other list software
within a week, which should speed things up, but cannot totally
eliminate that behavior.

My suggestion is to use a threading mail reader such as mutt or GNUS
that can deal with this very nicely and organize conversations,
especially long ones, in a good fashion.  Also, fix the time zone
setting :-)
