Often the Windows CDs are burned with Joliet encoding on the ISO-9660
filesystem.  To read that, you need to have a kernel capable of
reading Joliet and have that option turned on.  2.0.35 is such a
kernel, as are the 2.1.x series.

It is possible, but rare, to have vfat on a CD itself.
