The /client/ shouldn't need telnetd in order for it to connect to
another system. In fact, a secure client wouldn't have telnetd or
any other services running at all. On all of the linux desktops I
use, I've disabled inetd completely. If I need to connect to it
remotely, I use ssh.

Good! All you have to do after editing inetd.conf is to send the
inetd process a SIGHUP (or start it if it wasn't already
running). Even after modifying network parameters, all you should
have to do is stop & start networking with the appropriate RC
scripts.
