Terraforming requires explosives, and battleship requires automobile. If you
have these, amphibious warfare is not far away.

Q: I am far superiour to my opponent but his last city is on a 1x1 island
so I cannot conquer it, and he won't give up. What can I do?
A: Research amphibious warfare, build a marine, and get him.
