[Freeciv] naval attacks on undefended cities

navy cannot damage an undefended city.
(ergo: a city on a 1x1 island is invulnerable until marines arrive).
proposal: a naval attack on an undefended city reduces population by one
and/or destroys a building with probability depending on the ship's
firepower. The ship suffers damage the same way as if it were attacking
a settler.
