Perhaps a new building? "recruitment centre"
A city with this building does not lose population when
building a settler.

What if Large cities could "borrow" tiles from small cities.
That is, any empty tile within a small citys' radius becomes
available to a large city for production. A city always has
first pick of its own tiles.
Option 1)
In order to gain the "tile borrowing" ability, a large city
has to first build a building "mobile workforce". This would
limit the advantage to only large cities
Option 2)
Any city, no matter what the size can borrow tiles from other
cities. It would be no longer possible to artificially limit
the size of a city by crowding other cities around it. Instead,
the older cities would naturally grow larger.
I suspect the two options would be quite different games. I have
no idea which is better...
