Yes.  Last time I tried to reload a saved game for examination, I couldn't
start it.  minplayers was set to 13 and I didn't feel like connecting with
13 clients just to examine the game.  I can manually edit the savefile
and edit minplayers, but why is it present in the savefile at all?
