IMO we should avoid "hard-coding" any numbers on the tiles, because 
they would be wrong if anyone decided to tweak their rulesets.  I think 
just enough so you could look at it and say "this is a legion", "this 
is an ironclad" would be optimal -- especially if we want to make 
things easy for the visually impaired.

OTOH, if someone came out with a base set of symbolic tiles, it would 
be easy enough to do mod tiles with the numbers right on the tile.

Also -- Marco, ask your friend whether he needs special tiles for 
terrain, cities, etc.  If someone decides to do this, they may as well 
do a thorough job of it.  (And along with the accessibility options in 
GTK 2.0, this could make Freeciv a popular game for the visually 
impaired.  Maybe the only strategy game with such support?)
