Gtk and Xaw are different `widget sets,' that is, pieces of software
that implement the various buttons, scrollbars etc. that you use to
interact with Freeciv.

It would be helpful if you could tell us what version of the Freeciv
RPM you're using.  I would tell you what the necessary commands to do
this are, but I'm not familiar with RPM.
