Actually, you DO want to borrow from your enemies :)

Yeah, I agree.  You need to borrow the money off someone - that person
would be the person you're secretly planning to attack.  ie. become as
friendly as you can with them, borrow as much money as you can off them,
default on the loan and attack :-)  Seriously, such a feature only makes
sense in a cooperative community, in a winner-beats-all game, you need to
set out to screw the other players as much as you can.  Loans would only
be useful against a first time player (or someone sufficiently stupid :-/
