[Freeciv] Win32

Whatever happened to the person who compiled a native-gtk win32
version? I have a friend running this version because she can't
get a X Server :-)

If anyone can upload a working mingw-gtk development
environment I'd be glad to maintain a win32 port until we have
a real win32 version. I already maintain the Debian package,
what is one more? ;-) But compiling the mingw-gtk environment
proved too much for my limited win32/gcc-internals skills. I
just couldn't figure out what the thing was doing to paths and
the like and what I was doing wrong after all.
