I have the same problem, even on Linux.  From ABOUT-NLS I understand that
setting $LANG, $LC_ALL and $LANGUAGE to 'de' should enable German, but it
doesn't.  The website,

   http://www.freeciv.org/l10n.phtml#locales

doesn't give me any clues, either.  What am I doing wrong?
