This was due entirely to the fact that at the end of World War II, the
Soviets captured the German rocket propulsion experts, while the United
States captured the rocket guidance experts.  The United States was able to
make more rockets, but since there weren't many people in the US who knew
how to make rocket engines, the American rockets kept exploding.
