I have seen the same message when I was not using goto.

I think there may be a case where ZOC is being incorrectly
applied to diplomats as I remember it occurring when there
were enemy units in the area.  Of course, I could be wrong
and it's something else.  :-)

I do see the messages when attempting to incite a revolt in
the town.  They're in the message window and not a popup as
I first expected (and are easy to miss until you know to
look there if your diplomat disappears following an incite
attempt :-)

In this case it's more of a ZOC thing since your diplomat is
still available with the same number of moves.
