[Freeciv-Dev] (PR#15972) Explorer and leader

Hi

I am a little bit confused by two units: explorer and leader. According to
the help, these units have the same picture. However, the unit we have at
the beginning of a game is named as explorer, it also behaves like the
explorer.

* do we have a leader or an explorer at the beginning of a game?
* what the same picture is used for explorer and leader?
* what is the purpose of a leader unit if the unit we are given in the
beginning is the explorer?
