you can try to compile the win32 client instead which is also affected.

It compiled fine here, but for some reason localization didn't work at
all (unrelated to the libutf8 patch), so I couldn't test the effect. I
set "LANG=de" and it works fine with the binary distribution from the
freeciv website (Freeciv-2.0.7-win32-setup.exe), but not with the
version I compiled myself. Attached is the output from autogen.sh.
