A problem I noticed after I wrote those forum threads is the Legion.
Costs 40 shields but upgrades to a 30 shield unit, if it goes >= 75%
it'll be free to upgrade.
Although even just changing it to 60 - 70% would make a big difference
for Monarchists upgrading all their Pikemen without Leonardos. At 70%
they would cost 13 to upgrade instead of the current 25 gold.
