Is the character set stored in the nation ruleset?
if it was, the client itself could select working city names:

e.g.
cities(encoding=iso-8859-1) =
  "Babylon", "Lagash", "Nippur", "Ur", "Kish",
  "Shuruppak", "Kisurra", "Cutha", "Adab", "Umma",
  "Akkad", "Eridu", "Larsa", "Borsippa", "Sippar",
  "Nineveh", "Ashur", "Calach", "Carcar", "Hamat",
  "Opis", "Cunaxa", "Arbela", "Nisibis", "Carrhae",
  "Seleucia", "Ctesiphon", "Sittace", "Orchoe", "Apamea"

Uhm, there is a problem with the idea, not all clients would use the
same charset, so it'd rather be more ugly, like

cities =
  (iso-8859-1="Babylon"), (iso-8859-1="Lagash"), ..

and then for names of cities in different languages ;-)
