So do you mean, after a barbarian player has a number
of cities, the human players get a message, "attila
has  given up his nomadic existence to found the
hungarian civilization", complete with flag, research
etc?

That might prolong a game that has lots of barbarians;
even if the original civs are wiped out new ones are
created that can be taken over by the ai or by
defeated human players.
