I've used it a bit more... and I still do not like it. Consider the Players panel. As usual, you must select the player, then select the action from the menu. But the player list starts from the top of the table, and for many games does not fill the rows of the table. Therefore between selection and action you must move the cursor far. This feels unatural.

I suggest that, if this arrangement is against numerous HIGs, players will not find the menu any more often, as it will not be in the conventional place.

Where is it in the worklists? Do you mean the Edit Worklists window, given by Government>Worklists? If so, I think the analogy is false, because that window has command buttons, not a menu bar.
