The ai_military_defend function prefers guarding the city that a unit is 
in, even if there are more deserving cities nearby. Therefore, a 
guarding unit that begins defending an allied city will continue to do 
so... apparently forever.

The AI should be more willing to free units from the defence of cities 
that merely belong to allies.
