Hum, then it should be conceptually different from a directory too,
because a directory can be located in different places when the
savegame moves between machines.

So it should rather be "set ruleset" or "set rulesetname", while the
rulesetdir commandline could assist. It is a similar problem to
loading a working tileset, maybe some of the code could be shared?
