OK, but why not allow the user to have a default-nation and a default-ruler?
For the case that this nation is already picked, you could have a 2nd and 3rd 
default-nation.

This would also speed up the pregame-phase, when nations are picked you won't 
have to scroll around to find your choice...

I don't see a reason that special rulers should not be picked by AI-players,
an AI named Hitler would be the first one to be attacked anyways...
