You should be allowed to build anything for which you have the reqs, but only 
if the 
appropriate checkbox (allow future targets or allow all targets) is checked.  
"Useless" 
buildings should absolutely not be shown as targets by default.

Another interesting thing to do might be to make disabled_by reqs for 
buildings/units/techs 
as well.  This would be a more general way to handle the equiv_repl field.  But 
I agree in 
almost all cases you wouldn't want to use this.
