I uploaded a 4th version of the svg flags as a comment.  It has a fixed 
Armenian flag, a different barbarian flag (Vasco's suggestion), and a 
completed (although overlarge) credits file.  I believe it is now fully 
usable.

Also take a look at http://freeciv.org/~jdorje/startscreen.png to see a 
possible new way flags can be used.
