When one steals techs, research is penalized by "conquercost * value
of tech _one is researching_ / 100". I think it should be "conquercost *
value of tech _one steals_ / 100". This makes no difference when
tech_cost_style is 0 (both techs cost the same), but with other
tech_cost_styles it does.
Most likely same bug applies to other ways to gain techs without
researching them (diplcost, freecost, conquercost for real conquest) as
well.
This even allows kind of cheating. One may abstain from researching
some low level technology and temporarily switch research to it when
high level technologies are tradet.
